Service objectives: Supply Chain Management specialist will provide technical oversight and management leadership on implementing process management (SCM) supply chain that includes the planning of procurement, inventory control, logistics and distribution to ensure that each step of the process works effectively to avoid costly delays and interruptions of stock in the health sector, with regard to all programs of CDC Uganda.
Business requirements: assist and provide technical expertise during the CDC and public health, PEPFAR, policy and strategic technical planning meetings with employees. Provide guidance and direction to grantees, program staff and managers on the management and implementation of supply chain management activities to ensure consistency with PEPFAR and international policies and guidance. It also serves as a member and counselor for the interagency technical teams USG to strengthen ties and coordination of laboratory chain supply of raw materials and services procurement to improve the activity within the USG PEPFAR programs and nationwide.
In collaboration with the Ministry of health (MOH) and other relevant team members and partners, identify and prioritize capacity-building activities to strengthen national, district, and health care sectors at the regional level and building skills in the development, implementation and appropriate monitoring and supervisory training programs.
Coordinates and manages commodity pipelines to ensure that there are no interruptions in the warehouse, deadlines or other supply chain issues critical for drugs and other health products; recommendations for proper management of raw materials and the overall safety of medical products.
Africa NGO Jobs Vacancies Provides technical assistance to the Ministry of health for the quantification of critical medicines and products, including the establishment of information systems to ensure the availability of data necessary for adequate quantification; assesses training needs regarding specific supply chains for major diseases and programs as defined by the MOH to address key challenges in today's supply chain management and logistics. In collaboration with the Ministry of health, shall ensure that its personnel is trained and required skills in gathering data from health care facilities, the processing of data to predict future needs and converting the requirements into a plan for the future. Provide support to the quality assurance co-ordinator in the introduction of the SLMTA module for procurement and supply chain management.
MOH and partners assists with resource balancing requirements, goals, objectives, plans and operational techniques between elements of material Supply Chain Management (SC), supplier relationship management, customer relationship management and risk management. Work with other specialists, such as health and specialist management information systems (HMIS), development and distribution of computer systems by appropriate logistics management that supports the planning and monitoring of chain operations to report accurately, quantify and present timely forecasts, drugs and laboratory power supplies requests to the Ministry of health in order to avoid the interruption of the provision of the service. Provides technical assistance to strengthen the system and order management for laboratory, in case antiretroviral medicines for opportunistic infections, SMC kit and related products and supports MoH roll out Laboratory Information Management Systems and information management systems.
Provides technical assistance to assess current practices of health and develop SCM action plans and recommendations for addressing the priority issues for improving the effectiveness of the supply chain. Performs the assessment and implementation of strategies and techniques to get the optimized material flow through the output, cost and customer service levels; perform quality assessments of material to assist management and implementation partner for MOH to implement, execute and optimize the processes and techniques of SC. Supports implementation partners to strengthen the structure of supply chain management systems.
Provides technical assistance to consolidate and develop standard operating procedures for inventory management and other aspects of supply chain management that guarantee the availability and quality of medicine, laboratory and other raw materials; designs or implements supply chain that support business strategies adapted to the changed market conditions, new opportunities or cost reduction strategies. Identify your audience and models of supply chain management and recommends possible free opportunities and/or collaboration through a public-private partnership (PPP) that will increase the efficiency of service delivery while strengthening the emerging role of the private sector in health; use SC business practices, rules, data collection and performance measurement techniques.
Minimum qualifications and/or certifications: • degree in Supply Chain, logistics management, public administration, public health, international development, Business Administration, Management, accounting, finance, nursing, medicine or Health Services Administration is required.
• Five to seven years of progressively responsible experience in pharmaceutical services, supply chain management or supply in resource-limited settings.
